Italian citizens resident abroad apply to the competent consulate for AIRE registration, the issue of passports and identity cards, civil status records and marriage. Tramite Italia assists the citizen with the preparation of applications, with bookings and in dealings with the consulate and the Italian town hall.
Paper identity card. Since 3 August 2026 the paper identity card is no longer valid as a travel document for leaving the country (Regulation (EU) 2019/1157). An electronic identity card (CIE) or a passport must be obtained.
Electronic identity card in Italy. Since 1 June 2026 citizens resident abroad may apply for the electronic identity card (CIE) at any Italian town hall (Law 11/2026).
AIRE. Law 11/2026 has incorporated the Register of Italians Resident Abroad into the national population register. The penalty for failure to register, introduced in 2024, remains in force.

Differences between consulates
Operating procedures are not uniform: some consulates accept passport and civil status applications exclusively by post, while others operate solely by appointment through the Prenot@mi system, at times with a waiting list. The Firm identifies the competent consulate and follows the procedure it prescribes.
